What shapes a site plan in metro Atlanta

Metro Atlanta runs two different review cultures. Inside the City of Atlanta, a Special Administrative Permit (SAP) is required in all SPI districts, the BeltLine Overlay, the LW, MR, MRC, NC and I-Mix districts and Unified Development Plans before a building permit can be filed [1]. The SAP is a staff permit under Chapter 16-25 of the zoning code [7] that reviews the site plan and the architecture together. In the suburban counties, the deciding tool is the Special Use Permit (SUP), heard in public by an elected board. Four conditions follow from that split, and each one changes how a preliminary site plan is drawn here.

  1. Facade elevations are a permit deliverable. In SPI-16 Midtown, the SAP application carries a site plan, a landscape plan and elevation drawings of every exterior facade (Atlanta Code Sec. 16-18P.004) [3, 8].
  2. Neighborhood review is built into the permit. Development/Design Review Committees advise the Director on SAPs in the BeltLine and certain SPI districts, and Neighborhood Planning Units review SAPs in the BeltLine and certain NC districts [1]. BeltLine Overlay SAP forms carry "NPU/DRC notification and review, as applicable" [9], so the plan and the massing have to read clearly to a lay audience, not only to staff.
  3. The suburban counties decide by Special Use Permit. Gwinnett County requires a Board of Commissioners SUP for a car wash in C-2 and for self storage [4, 10]. The site plan and elevations become part of a public hearing record.
  4. The growth is large in absolute terms. The Atlanta-Sandy Springs-Roswell metro added 61,953 residents from 2024 to 2025, third nationally by numeric gain, and passed Washington DC and Miami to rank as the 6th largest metro [6, 11].

Among the Southeast metros on this site, Atlanta shares Nashville's reliance on discretionary, design-led tools (Nashville uses council-adopted Specific Plan zoning), while Charlotte and Raleigh-Durham run technical staff review where buffers and review cycles set the clock. The Georgia statewide picture is on the Georgia site plan page.

The jurisdiction line can move. Gwinnett UDO Sec. 200-90 lets de-annexed property keep its municipal zoning only where the county and the city share a common zoning ordinance; otherwise a public hearing sets the zoning [4]. Before a layout is drawn, the plan should state which jurisdiction and which district it assumes, because the same parcel can face an SAP, an SUP or a city council use table depending on that answer.

Chapter 16-25 also sets a 30-day NPU review for farmers' market SAPs [7]. Self storage has gone through the SAP as well: a 2022 SAP application for a self storage facility near the Atlanta Botanical Garden shows the use proceeding by SAP in at least some districts [16]. Because the SAP reviews the site plan and every facade at once, and the 30-day clock only starts on a complete application [2], the preliminary plan and the 3D renderings are most useful when they are built from one model, so the site data table, the footprint and the elevations agree before the Concept Review Committee sees them.

Site plan process: Gwinnett County Special Use Permit

StepRuleSource
Pre-application meetingRequired before an application; a concept plan is uploaded on the ZIP Portal[5]
ApplicationCompleteness review within 10 business days[17, 5]
Public noticeLegal notice and sign at least 15 days before the Planning Commission hearing; mailed notice within 1,000 ft at least 15 days before[17, 5]
Planning CommissionReport within 30 days, or it is deemed "no comment" (UDO 270-20.1.B)[17]
Board of CommissionersFinal decision; no more than 14 rezonings and 8 SUPs heard per month[5]
After a denial6-month bar on reapplication[17, 5]
Fee (schedule effective July 1, 2024)$1,000 for 0 to 5 nonresidential acres; $1,500 for 5.01 to 10 acres; $100 per concurrent variance or waiver; $250 notice sign[18]

Case records put the zoning stage at about 3 to 6 months from pre-application to the Board of Commissioners decision, and tablings commonly add 1 to 2 months [19, 20]. The submittal mixes concept and sealed work. The zoning site plan is conceptual: one 2022 plan on file is marked "NOT RELEASED FOR CONSTRUCTION" [21]. The same submittal needs a boundary survey by a registered surveyor and a Traffic Impact Study by a GDOT-prequalified engineer in Area Class 3.06, plus "Scaled, high-resolution, color elevations of all sides" of the buildings, canopies included [5].

The fuel row is the one with the deepest public record; it is set out in full on the Georgia gas station site plan page. The Gwinnett storage rule effectively rules out drive-up storage in the unincorporated county, so a self storage site plan here starts from an indoor, climate-controlled building program. Inside the city, the 2022 SAP shows the path a storage building took, but trade press lists the City of Atlanta among the self storage moratoria of 2025 to 2026, with low job counts and little street activity as the stated reasons [23]; confirm the use is open before a storage layout is drawn. RV parks are confined to one district, which narrows the land search for an RV park in Georgia before any pad layout begins. Outside M-1 and M-2, an outdoor storage yard needs an SUP; the RV and boat storage hub covers the layout standards.

For a car wash in Georgia, Fulton County's pretreatment checklist adds a layout item: "For car washes with reclaim systems, manufacturer product sheets and sand trap sizing must be submitted for review" [22]. The plan reserves room for the reclaim and sand trap equipment; the engineer of record sizes it.

Growth corridors and proof points

The BeltLine Overlay and the SPI districts, SPI-16 Midtown among them, are the city's SAP-intensive growth areas [1, 8, 9]; one recent BeltLine-adjacent office project is covered in this post on the Olson Kundig glass bridge. Across the metro, population rose from 6,106,816 (April 2020) to 6,482,182 (July 2025), a gain of 375,366 or 6.15 percent [6]. The City of Atlanta itself reached 529,110 residents at July 1, 2025, up 8,350, the 11th largest numeric gain among US cities [24]. Hotel development follows the same curve: at Q2 2026 Atlanta held the second largest US hotel construction pipeline, 157 projects and 17,423 rooms, behind Dallas (Lodging Econometrics, as reported by Lodging Magazine) [25]; the hotel site plan hub covers the layout side.

The clearest proof point for how suburban review shapes a plan is the fuel record in unincorporated Gwinnett. Recent filings ran from 0.94 to 3.61 acres. SUP2024-00015, a 3.12-acre C-2 site, was denied on June 25, 2024 by a 5-0 vote [20], and SUP2025-00010, a 0.94-acre C-2 site, was denied on May 20, 2025, also 5-0 [26]. In CIC2023-00020, a 0.99-acre site asked to drop a 75 ft natural buffer and proposed a 37.5 ft pump aisle instead of 40 ft, and staff wrote that "the site offers limited maneuverability for any fuel truck entering the site" [19]. The Gwinnett gas station and c-store model project shows how those rules, and that record, set the layout on a real parcel.

Site factors

  • Stormwater. Gwinnett's runoff reduction standard is to retain the first 1.0 inch of rainfall and, where that is not fully achievable, treat the remaining runoff from the 1.2 inch event [27, 28].
  • Streams and floodplain. The legend of a 2022 Gwinnett zoning plan shows a 25 ft state buffer, a 50 ft county buffer and a 75 ft impervious setback; the same plan netted out 50% of its floodplain area in the site data table [21].
  • City reviews. In the City of Atlanta, tree preservation, riparian buffers, land disturbance, drainage and sewer capacity are reviewed separately from the SAP [15].
  • Sewer. Gwinnett requires a Sewer Capacity Certification for commercial developments over 10,000 SF [5].
  • Fuel. New underground tank installations in metro-Atlanta counties need Stage I EVR testing for Georgia EPD [29].

What the preliminary plan carries in Atlanta

In both review cultures, the plan that wins time is the one that answers the reviewer's first questions on the sheet: district, use permission, buffers, parking against the cap, and a site data table in the form the city asks for. That is the preliminary site plan: layout, buildings, internal circulation, parking and yield, organized with the site data table, and paired with massing and elevations for the SAP or SUP record. The boundary survey, the Traffic Impact Study, and the grading, stormwater, utility and access design are prepared by the surveyor and the engineer of record, who build the sealed set on the approved layout. For a developer working across several Atlanta jurisdictions, the site plan consultant service and the full site plan services page explain how the studio fits alongside them, and service areas lists every metro covered.

Frequently asked questions

Do I need elevations for an Atlanta SAP?

In SPI-16 Midtown, yes: the application includes a site plan, a landscape plan and elevations of each exterior facade (Atlanta Code Sec. 16-18P.004) [3].

Who approves a Special Administrative Permit?

The director of the Office of Zoning and Development (Atlanta Code Sec. 16-16A.009 and Sec. 16-25.004) [12].

How long does SAP review take?

By code, initial review should occur within 30 days of a complete application, though the size and complexity of a project can extend it (ATL311 KB0012940) [2].

Does a BeltLine SAP involve neighborhood review?

Yes. Development/Design Review Committees advise the Director on SAPs in the BeltLine and certain SPI districts, Neighborhood Planning Units review SAPs in the BeltLine and certain NC districts, and the SAP form calls for NPU/DRC notification and review, as applicable [1, 9].

Can I build drive-up self storage in unincorporated Gwinnett?

No. Self storage must be indoor and climate-controlled, without exterior roll-up doors for individual units, and units may not be used for business or habitation (UDO Sec. 211-90.20) [4].

Is a car wash allowed by right in Gwinnett C-2?

No. It is a special use that needs a Special Use Permit from the Board of Commissioners (SUP2022-00008, citing UDO Sec. 230-100) [10].

Can I open an RV park in Gwinnett County?

Only in the RA-200 district, and only with a Special Use Permit (UDO Title 2 use table, Sec. 210-130) [4].

How fast is metro Atlanta growing?

The Atlanta-Sandy Springs-Roswell metro grew from 6,106,816 (April 2020) to 6,482,182 (July 2025), and added 61,953 residents from 2024 to 2025, third nationally by numeric gain [6].
